DIRECTOR OF HEALTH POLICY
 
The Organization
Purchaser Business Group on Health (PBGH) is an action-oriented non-profit with a track record of improving health outcomes, experience and affordability for consumers and purchasers across the United States.

PBGH advances quality, drives affordability and fosters equity in partnership with its purchaser members, who are many of the largest and most innovative private and public purchasers of health care.  PBGH’s forty (40) members collectively spend of $350B in healthcare annually and covers over 21M people in the US.


PBGH and its purchaser members are on the forefront of implementing innovations in the health care system through employer-led solutions such as quality accountability tools, data and analytics, direct contracting and implementation of high-value care models supported by payment. PBGH supports purchasers and collaborates with providers, policymakers and others to continuously identify, create and put into practice new strategies to impact the health and overall wellbeing of employees, their families and the public.    

PBGH POLICY FUNCTION
The health policy function directly supports PBGH’s mission, strategies and its purchaser members through education, advocacy and communications with federal and state policymakers. The policy function works closely with employers and public purchasers to ensure that the priorities of health care purchasers and consumers are reflected in legislative, regulatory and agency priorities. Recent policy successes and priorities include surprise-billing restrictions, price transparency, CAA and drug cost containment. Policy collaborates closely with internal and external policy and communications teams to amplify the influence of purchasers, and facilitates coalitions for advancing policy to promote health outcomes, equity and affordability.

DIRECTOR OF HEALTH POLICY ROLE (Federal and State Policy)
The Director of Health Policy leads the policy function and represents PBGH in federal and state policy initiatives. They are accountable for ensuring that the priorities of health care purchasers are communicated, understood and reflected in PBGH federal and targeted state level (California and Washington State) policy priorities. The Director role will report to Won Andersen, PBGH’s COO.

The Director of Policy is responsible for exerting PBGH’s influence on the federal and state health care policy making process. They identify and engage PBGH members and other health care purchasers in understanding, influencing and educating policymakers on key legislative and regulatory priorities. The Director is a key spokesperson for PBGH and for health care purchasers with the media, funders and policymakers.

The Director identifies and creates effective coalitions, partnerships and relationships to achieve the policy team’s aims, and maintains and grows bi-partisan working relationships with policymakers, staff, federal agencies and policy influencers both at the federal level and in CA and WA. The Director continuously monitors policy developments and responds to time-sensitive policy priorities on behalf of purchasers and consumers.

key responsibilities
Health Policy Strategy
  • Collaborates with PBGH CEO, colleagues, health care purchaser members and Washington Council Ernst & Yong (WCEY) to define a results-oriented PBGH policy strategy which addresses the highest policy (federal and state) priorities for purchasers and consumers
  • Supports PBGH programs (e.g., advanced primary care, CAA, maternity, mental health, measurement) by identifying and addressing policy accelerants and barriers.
  • Activates and engages PBGH members to participate in agenda-setting and influence strategies to increase the purchaser’s voice in policy. Staffing PBGH’s Public Policy Leadership Group and leading regular policy report outs to members is a key responsibility.
  • Builds and implements appropriate external influence strategies, including coalition-building, cultivating partnerships and communications.

Strategy Implementation and Results
  • Translates strategy into OKRs (objectives and key results) and implementation plans, including policy campaigns, funding raising and collaborations.
  • Develops and executes health policy advocacy plans that achieve desired policy changes.
  • Staffs PBGH lead Public Policy initiative and activates collective influence and voice of the Public Policy stakeholders and overall PBGH membership.
  • Supports individual PBGH members to engage in policymaker education and in external communications of health care purchaser priorities.
  • Identifies and informs PBGH members of key legislative and regulatory issues and actions with impact on their health purchasing strategies and outcomes.
  • Continuously refines strategies and the overall change approach as needed to achieve desired goals.
  • Designs and achieve outcomes of externally funded work.
  • Proactively fundraises for the policy function.

Health Policy Position Development
  • Educates PBGH members on policy developments and solicits purchaser input to asses implications for self insured purchasers.
  • Formulates PBGH’s position on key policies, incorporating input from PBGH colleagues and PBGH members.
  • Continuously monitors policy developments with support from conultants and responds quickly to time-sensitive policy priorities.
  • Writes issue briefs and similar materials building on lessons from PBGH members’ purchasing innovations and input from PBGH programs.
  • Analyzes legislative and regulatory developments in key national and state health policy areas, including value-based provider payment and care models, healthy competitive markets, transparency and performance measurement.
Communications
  • Partners with PBGH communications to leverage external communications, events and social media towards achieving policy aims.
  • Advances policy positions and strategies through effective media interviews, external communications (social media, blogs, etc.), compelling public speaking and other external influence.

Business Development and Fundraising
  • Grows the policy function and team through partnerships and sustained fundraising.
  • Designs and executes an effective business development and fundraising plans for the policy team.
  • Translates strategies into impactful projects and project plans for external financial support.
  • Identifies revenue opportunities and leads business development. Develops and leverage relationships at grant-making organizations and with other funders.

Partnerships
  • Identifies and creates effective coalitions, partnerships and relationships to achieve the policy team’s aims.
  • Maintains and grows working relationships with policymakers, staff, federal agencies and policy influencers.

knowledge, skills, competences and experiences
  • Forward-thinking health care policy leader and strategist, with 10-plus years of experience in health care policy and demonstrated track record of policy influence at the federal and state levels, specifically California and Washington State.
  • Experience in driving policy and regulatory change specifically on behalf of health care purchasers or consumers preferred.
  • Demonstrated track record and expertise in formulating organizational positions/strategies utilizing input from multiple internal and external stakeholders, selecting appropriate public and private advocacy strategies and influencing the federal and state policymaking process.
  • Robust network and strong bipartisan working relationships with policymakers, federal agencies and policy influencers required.
  • Outstanding written, verbal and listening communication skills, capable of presenting ideas concisely and persuasively; ability to represent PBGH through public speaking, media interviews, and stakeholder facilitation.
  • Sophisticated knowledge of health care, health economics, policy and industry dynamics required.
  • Ability to design and execute complete initiatives with internal colleagues and external partners; experience managing teams to deliver results on fast-paced projects.
  • Collaborative and inspirational people leader.
  • Superior analytical and problem-solving skills.
  • Track record of successful fundraising from a variety of sources and of working with financial sponsors.
  • Bachelor’s Degree required; Master’s Degree in public administration, public policy, law or health care-related field preferred.
  • Proficient user of Microsoft Office applications including Word, Excel and PowerPoint.
  • Ability to travel up to 20%.

The role is fully remote with preferred work location in proximity to the District of Columbia (D.C.) or west coast (CA and WA) states.

cOMPENSATION
PBGH offers a competitive base salary, year‐end bonus potential, a contributory retirement plan, comprehensive benefits, and opportunities for professional growth.  Compensation range is $175,000 to $200,000.  For more information and to apply, please visit www.pbgh.org.
